Todd Walthall is executive vice president and chief operating officer at Blue Shield of California, a nonprofit health plan with over $20 billion in annual revenue serving over 4 million members in the state's commercial, individual, and government markets. He is accountable for management and performance of the company’s membership, customer support, and technology infrastructure, and for creating a compelling value proposition across key lines of business. He also chairs Blue Shield’s Operating Committee, which is accountable for driving organizational priorities and results.

Walthall is a strategy, operations, and general management executive with over two decades of leadership experience steering new products from concept to launch, translating theoretical business models into viable growth strategies, and implementing successful customer service and retention programs. He is committed to growing talent internally and creating a work environment that supports team members personally and professionally.

Joining Blue Shield in 2014, Walthall served as senior vice president of Customer Experience, leading all aspects of business operations from enrollment to claims processing. He also led teams responsible for delivering exceptional customer service. He was also responsible for the development of highly personalized digital solutions designed to keep healthcare consumers and providers better informed.

In 2017, Walthall was promoted to executive vice president of Markets, where he was responsible for management and performance of the company’s membership and revenue streams. He was promoted again into his current chief operating officer role in October 2019.

Prior to Blue Shield, Walthall served as vice president and general manager of Digital Service Integration at American Express. Before that, he served as senior vice president, head of Deposits and Payments, and senior vice president of Channel Management at USAA Insurance. He contributed to the development of the industry’s first mobile check-deposit service.

Walthall serves several boards, including California Association of Health Plans, AUGUST.CO, and Coaching Corps, an organization that uses sports to inspire kids to reach their full potential. He is also a member of the Executive Leadership Council, the executive sponsor of Blue Shield of California’s domestic violence awareness campaign, and sponsors Operation V.E.T., Blue Shield’s employee resource group that supports our military community.

Walthall earned a bachelor's degree in business administration from Emmanuel College, and a Six Sigma Green Belt. He was a recipient of the 2016 Multicultural Leaders of California award from the National Diversity Council, and Savoy magazine recently named him as one of the Most Influential Black Executives in Corporate America.
