Kathryn Qin

Kathryn Qin serves as senior vice president, chief actuary (interim) at Blue Shield of California, a nonprofit health plan with $24 billion in annual revenue, serving 4.8 million members in the state's commercial, individual, and government markets. 

In this role, Qin oversees pricing, reserves and trend developments, financial forecasting of revenue and cost of healthcare, risk adjustment analytics, provider network trend analytics, and provider payment innovations. Using actuarial analytics, her team provides actionable insights to inform and influence financial planning, healthcare system transformation and innovation, risk management business strategy, healthcare affordability, and business performance predictability. 

Prior to joining Blue Shield of California, Qin served as Chief Actuary for SCAN Health Plan, where she built its first in-house actuarial function to deliver all aspects of actuarial services to enable profitability and growth for the company’s Medicare Advantage product. She also served as the Interim Chief Financial Officer responsible for financial reporting, budget planning and strategic financial analysis to support business development. Qin also held leadership positions with Health Net, Inc., and Tower Perrin earlier in her career.

Qin earned a Master of Business Administration degree from the University of California, Los Angeles, and a Bachelor of Science degree in Actuarial and Management Sciences from the University of Manitoba in Canada.  She is a Fellow of the Society of Actuaries and a member of the American Academy of Actuaries.
