In order to buy health coverage outside of an open enrollment period, your clients must have a qualifying life event. This means your clients are eligible for a Special Enrollment Period (SEP) and can enroll or change their health plan during that time. Most Special Enrollment Periods (SEP) last 60 days from the date of the qualifying life event. All eligible Californians had the opportunity to purchase health coverage during the 2021 open enrollment period between October 15, 2020 to January 31, 2021.
After January 31, 2021, consumers will not be able to enroll in a health plan until open enrollment for 2022 coverage unless they experience a qualifying event, such as:
All applications for a health plan must be submitted online through our Quote & Apply tool or through Covered California. Paper applications are no longer accepted.
Applications for a health plan received between the 1st and the 15th of the month will be effective on the 1st of the next month. Applications received between the 16th and the 31st of the month will be effective on the 1st of the following month.
For example, an application received February 5 will have an effective date of March 1, and an application received February 17 will have an effective date of April 1.
Dental and vision plans follow the same effective date rules as health plans.
