At Blue Shield of California, we are committed to supporting our provider partners in meeting compliance requirements efficiently and confidently.

This page provides essential information and resources related to Memorandum of Understanding (MOU) requirements for providers, in accordance with current compliance guidelines and All Plan Letter (APL) 23-029 issued by the Department of Health Care Services (DHCS). All training and attestation requirements outlined here are designed to ensure compliance with APL 23-029 and any future updates.

Requirements

Training deadline: Providers must complete training within 60 working days from MOU effective date, and annually thereafter.

Training content: Training materials are provided to help clarify roles, responsibilities, and requirements under each MOU.

Completion tracking: Training completion is tracked for each MOU course.

Notification: Providers will receive email alerts from Blue Shield Promise Medi-Cal or other Managed Care Programs when new training is available.

Scope: All providers serving Blue Shield Promise Medi-Cal members, including dual-eligible (Medi-Cal and Medicare) members.

 

2026 Training

Providers who are required to complete MOU training will receive an email notification.

If you cannot access the interactive courses, or if you are attesting on behalf of a specialty group or clinic with multiple providers, download the course PDF and complete the appropriate attestation form below.

2025 Training

Individuals: Links to attestation forms for individuals are linked at the end of the course materials below. Fill out the attestation form and you will receive a confirmation email for your records.

Groups: To submit an attestation on behalf of a group, distribute the training materials linked below to the practitioners in your group. When they have completed the course, download the Group Attestation spreadsheet linked below and follow the instructions in the first tab to submit attestation as a group.
