Tosha Lara-Larios, DO
Tosha Lara-Larios, DO, is senior vice president, chief medical officer, operations at Blue Shield of California, a nonprofit health plan with over $24 billion in annual revenue, serving over 4.8 million members in the state's commercial, individual, and government markets. Dr. Lara-Larios is responsible overseeing Blue Shield's strategy development, implementation and operations of health care services, utilization management, care management, regulatory compliance, accreditation, and population health management ensuring a more equitable health space for our members.
Dr. Lara-Larios brings more than 15 years of healthcare operations and management experience to the role, most recently as vice president and chief operations officer of California Markets and interim plan president at Magellan Health, where she led strategy, clinical programming, and operations. She has a proven ability to develop and lead high-performing teams, addressing critical needs and opportunities to improve health equity, expand access, lower costs, and improve outcomes and experiences for patients, payers, and providers. Her expertise spans across public and private sector programs, geriatrics, hospice and palliative care, home care, long-term care, clinical innovation and technology, pharmacy management, and health care affordability.
Dr. Lara-Larios joined the military during her undergraduate studies. She received her Doctor of Osteopathic Medicine and Doctorate of Podiatric Medicine from Uniformed Health University – Des Moines University and is triple board certified. She holds a Juris Doctorate, master’s degrees in business administration and public health, and Lean Six Sigma Black Belt Certification.
Dr. Lara-Larios and her husband moved to Southern California to take over the family organic orchard. They have hundreds of avocado, pomegranate, guava, and fig trees, and more than 40 hens and four Nubian goats named Dorothy, Rose, Blanche, and Sophia.
