Special Enrollment Guidelines
In order to buy health coverage outside of an open enrollment period, your clients must have a qualifying life event. This means your clients can enroll or change their health plan outside the open enrollment period. Most special enrollment periods last 60 days from the date of the qualifying life event. The 2016 open enrollment period for an individual to apply for coverage runs from November 1, 2015 through January 31, 2016. All eligible Californians will have the opportunity to purchase an individual and family plan during this three-month period with guaranteed acceptance. Blue Shield health plans can be purchased through Covered California or directly through Blue Shield via our via our  Quote & Apply tool.
After January 31, 2016, consumers will not be able to enroll in a health plan until 2017 unless they experience a qualifying event, such as:
  • Reduction of hours or termination of employment (for other than gross misconduct)
  • Divorce from or death of the subscriber
  • The subscriber's entitlement to Medicare
  • A child's meeting the age limit for coverage (i.e., 26)
  • Loss of minimum essential coverage
  • New dependent
  • Acquire citizenship
  • An enrollee is determined newly eligible or newly ineligible for advanced premium tax credit (APTC) or has a change in eligibility for a cost-sharing reduction plan
  • An individual whose existing coverage through an eligible employer-sponsored plan will no longer be affordable or provide minimum value
  • Recently released from incarceration
Applying online is easy
To increase application processing efficiencies, all applications for a health plan must be submitted online through our Quote & Apply tool (paper applications are no longer available) or through Covered California.
Effective Dates
Applications for a health plan received between the 1st and the 15th of the month will be effective on the 1st of the next month. Applications received between the 16th and the 31st of the month will be effective on the 1st of the following month. For example, an application received February 5 will have an effective date of March 1, and an application received February 17 will have an effective date of April 1. Specialty products such as dental and vision plans follow the same effective date rules as health plans.
To be eligible for a January 1, 2016 effective date, we must receive your client's application by December 15, 2015 – along with the first month's premium.
