Susan Fleischman, M.D., is senior vice president and chief medical officer (CMO) at Blue Shield of California, a nonprofit health plan with $24 billion in annual revenue serving 4.8 million members in the state's commercial, individual, and government markets. A seasoned clinician and healthcare executive, Dr. Fleischman has excelled as a strategic business leader with expertise in Medicaid Managed Care policy, financing, and care delivery with diverse healthcare organizations.

Dr. Fleischman joined Blue Shield Promise Health Plan as the CMO in 2020, bringing her vast experience to the health plan to help stabilize its internal and external programs in the midst of COVID-19 and an increased focus on serving its members and communities. She was named chief medical officer of Blue Shield of California in 2021.

Prior to her roles at Blue Shield of CA and Blue Shield Promise Health Plan, Dr. Fleischman was a principle at Health Management Associates. Before that she served as national vice president for Medicaid, Charitable Care and Coverage for Kaiser Permanente, where she was responsible for the creation and implementation of Medicaid strategies for Kaiser Permanente’s national footprint. In that role, she expanded Kaiser Permanente’s Medicaid membership to one million members.

She also served as a Medicaid medical director for Anthem, providing medical management  for a one-million-member multistate program serving members insured through government payers including Medicaid and the Children’s Health Insurance Program (CHIP).

Her clinical experience includes serving as medical director and physician for the Venice Family clinic, a federally qualified health center providing healthcare services to low-income uninsured individuals and families, including the homeless. She has also been an associate professor at the University of California, Los Angeles (UCLA), teaching community medicine to residents and medical students.

Dr. Fleischman is active in advocacy and improving programs and care for families in need. She completed her internship and residency at UCLA, where she earned a Doctor of Medicine degree. She is a graduate of the first class of the California Healthcare Foundation Medical Leadership Fellowship in addition to participating as faculty for the program.  She is on the board of the Venice Family Clinic and The Children’s Partnership.
